Scope and applicability

Korean information and communications accessibility quality certification

Accessibility and non-discrimination duties are distinct from obtaining a voluntary certification mark. A procurement contract may specifically require the mark.

Korean certification schemes and international standards are different. A translated guide does not extend a Korean certificate to other countries. Confirm the target market, product classification and current requirements with the relevant body.

Who this is for

  • Organizations operating public-facing websites
  • Teams meeting Korean procurement accessibility conditions
  • Product teams improving keyboard and assistive technology access

Documents to prepare

Site structure and representative pages

Cover home, login, search, applications, payments and error states.

Self-assessment and fixes

Track alternative text, headings, form labels, keyboard issues and corrections.

User test scenarios

Provide accounts and data for completing tasks using screen readers and keyboards.

Preparation process

  1. Confirm the live assessment scope

Agree domains, page types, integrations and change control during assessment.

  2. Improve expert and user journeys

Supplement automated checks with actual keyboard and assistive technology testing.

  3. Assess and maintain

Resolve findings and manage later interface changes and expiration.

Timing

Shared components and complex journeys often matter more than page count. Include assessment and correction time. The published certificate validity is one year.

  • Confirm institutional testing, assessment and registration fees separately in the contract.
  • Development fixes, clinical studies where applicable, security equipment and infrastructure operations may require separate budgets.
  • Confirm internal staffing, travel, translation, VAT, surveillance and renewal costs in the quotation.

Questions and answers

Is the WA mark always legally required?

Accessibility obligations do not imply a universal duty to obtain the mark.

Is passing an automated scan enough?

No. Expert and user testing address usability and interaction issues automated tools may miss.

Can we redesign the site without review?

Check the certified scope and current compliance, and discuss major changes with the body.
